He came into the Navy a Category IV recruit. That is the lowest aptitude band the military will accept on the entrance exam, a rationed exception the services are directed to hold to a small share of enlistments. A teenage father with a one-way bus ticket out of Chattanooga, no specialty, and a dream. The system bet against him on the day he walked in.
He retired a Chief. Then he climbed again, through the federal civil service, to the Senior Executive Service, the corps of career federal executives that sits just below presidential appointees. He led eight hospitals across seven states, carried a combined chief operating and chief executive portfolio of $1.25 billion, and was responsible for more than 6,000 employees.
